BuildRequires: pythonN-devel unnecessary

This is *not* required for pure Python packages, only for packages 
compiling native extensions:

Can we change this guideline to say packages should:

BuildRequires: python2

and/or:

BuildRequires: python3

in the general case, and only use the -devel packages if compiling 
extensions?
