Removing packages that have broken dependencies in F23 tree

IIRC, sqljet needs netbeans-platform (swing-smth to be precious from netbeans) for its db browser UI which is a subpackage so disabling this part to build (and killing the browser subpackage) should remove the need for netbeans platform
