xmlto is a just bash wrapper script that, for pdf, is using the 
passivetex macros, and hence the TeX backend.

FWIW, we've[1] done some RH docs testing and found that FOP does a 
*much*, much better job than passivetex, esp when it comes to tables.

It appears that passivetex is no longer being actively maintained. 
(I'll find out about this last point, as I'm currently having a 
discussion with the passivetex developer about a completely 
different issue.)
