problem with relnotes build [HELP]

The second file called in, OverView-en.xml, had a stray close comment

Thanks to Chris Lennert for finding it, Paul W. Frields for clever use
of xmllint to figure out which file was the problematic one, and the
FDSCo team for working on it instead of our meeting today.
