Maybe we want the Apache server on the Moin machine to get these
redirects written to a mod_rewrite rule. Maybe once a week, a cronjob
would go look for new Moin #REFRESH uses, and write a rewrite rule from
it.
The reason for weekly is to give people a chance to experiment before a
rewrite/redirect is made permanent. It would be much harder to remove
Apache rules once a rule is implemented.
