I think this means the guide owner needs to file a bug against Fedora
Translation 'l10n-requests' to get the PO properly set there.

I looked here: https://translate.fedoraproject.org/projects/p/docs-selinux-user-guide/c/trunk/

The listed path for PO is currently: SELinux_User_Guide/po/[^/]*\.po .

I think it should be: .*\.po  <-- like the Release Notes.
