some SELinux Users Guide strings may lead to an incorrect translation

Hi Domingo -- this is not something over which writers have only 
control; it's Publican that's splitting the strings this way. Similar 
problems arise whenever "asides" such as footnotes, indexterms, or some 
similar tags occur in the middle of translatable content.

This case is particularly disruptive though; and perhaps <refentrytitle> 
should be treated like <citetitle> that doesn't break up the string in 
POT/PO files this way (if I recall correctly).

Could you please either file a bug against Publican, or raise this issue 
on the publican mailing list[0]?
