The short, pragmatic answer: we branch F14 off "Master" (Git) or "Trunk"
(SVN) when we've verified it against the F14 Beta and are ready to hand
it over to translators.
Another way of looking at it: the contents of versioned branch (say,
F14) should never change except for severe issues for which we've
obtained an exception from Localization. If a guide is ready to be
frozen, then branch it.

If the guide is verified against F13 to a point where we can take the
"Draft" watermarks off it and hand it over to translators, then we can
release for F13.
