Fedora 10 is EOL and the documentation is focussed on currently maintained
releases.  So it is not incorrect documentation.  You are merely using an
outdated release and the process has changed since then.  

Documentation project is involved in maintaining the longer guidelines and
release notes while anyone interested can sign up for a Fedora account and edit
the wiki including creating new pages.  Hope that helps.
