Tracking release notes bugs

I encountered this problem

I see that the release notes flag is set for the bug, but there seems to 
be no way to tell if in fact that release note has been addressed.

1) Is there a SIMPLE way to know whether this has been included in the 
releases notes or not?

2) Does the docs team query bugzilla to make sure all the bugs with 
release notes flag set are picked up?

3) Is it or could it be general practice to add a comment to the bug 
when the release note has been taken care of?
