Guide Goals for F15

During the release cycle for Fedora 14 we created a wiki page to keep
track of goals for the release. This page helped to provide visibility
on what needed done, and allowed other people to give a hand when they
could.

I have created the following page to track goals for this release,
guide owners and contributors please update this as you have time.
