Yes, I spoke to Rudi about this.  wkhtmltopdf isn't in RHEL6/EPEL6 but fop is in RHEL6 so it's not needed for EPEL5.  fop it broken in EPEL5 and I'm trying to fix it.

Right now there are problems with wkhtmltopdf that are preventing it being packaged.  I am hoping that I'll have time to look at this and perhaps work upstream with QT to remedy the problems.  That said, I'm actively working to get fop fixed.  Right now I am a co-maintainer for fop in Fedora but I haven't been able to get access to the EPEL5 branch.

If there are any specific problems with fop in Fedora please file a bug so I can try to remedy them.
