Updated Release Notes directory

I have updated RPMs for doc-publican-rpm which put the document
into /usr/share/doc/<name>-<version>

This changes impacts several places within d-p-r, so i would very much
appreciate testing by anyone who has a chance.  You can make an RPM for
Release Notes or any Publican document, then install it and see that you
get a menu entry that leads to the right place, and the document is
installed where it should.
