Drupal 7 packaging guidelines

The Drupal 7 packaging guidelines have been approved and are now officially
available!  Note
the change from SHOULD to MUST for using the virtual package for Requires.

When updating packages please make sure the spec files conform to the
guidelines -- don't forget the virtual pkg requires (we need to do a
cleanup to make sure every package has these so it may not be completely
possible at this point in time) and the PHPCompatInfo requires.

We should take an audit of all Drupal 7 packages and make sure they conform.
