Minor Drupal 7 packaging guidelines typo

Peter found a typo in the module template for the Drupal 7 packaging
guidelines.  In %install, "*mkdir -pm 0755 %{buildroot}%{module}/%{module}*"
is INCORRECT... it should be "*mkdir -pm 0755
%{buildroot}%{drupal7_modules}/%{module}*"

I created and updated a draft with the fix and submitted a ticket to get
