Yes, these tools will run out of KDE, but the Qt and/or kdelibs will have to 
be loaded. (Which represents overhead under a non-KDE desktop, but not much).

This should really not be an issue, it will just take a few more seconds to 
show up than under KDE. Then once the libs are loaded, they will be shared 
between Qt apps.
