Governance vs. Charter

> At the meeting today we discussed "Governance" vs "Charter".

The reason I "asked" about it at the end of the meeting was
that I understood that FESCo is asking for a "Governance Charter" [1]
from each group so I thought there is not much need to separate the two
at this time, but I agree they are different things in general. :)
