I don't see any mention of automation in the above (either automating
the review, or even better automating some aspects of the packaging
not to need any review).  If actually doing automation were out of
scope, would you consider at least analyzing the guideline items to
see which could be eliminated using automation / automatically
reviewed / need to stay manual, to make it easier for someone other
who would like to contribute to the automation work?
