you can add the packages you wish to be added into EPEL on

https://fedoraproject.org/wiki/PackageMaintainers/WishList

The package maintainer of this package may got a mail about you
wish for inclussion the package into EPEL. The maintainer can decide, if
they want to maintain this package in EPEL.

If the maintainer doesn't maintain packages in EPEL, you may ask them,
that
you may maintain the EPEL branches of the package.
