EPEL R.x86_64 (R-core) yum installation problem

I tried to install R.x86_64 (R-core) on RHEL7
But blas-devel and lapack-devel texinfo-tex unavailable in EPEL 
repositories.
---> Package R-core-devel.x86_64 0:3.1.0-5.el7 will be installed
