[EPEL-devel] epel7 + vi

I'm trying to compile ocserv in epel7 and compilation fails with the
following error in mock_build.log:

ERROR: dracut-install: ERROR: installing 'vi'
dracut-install: ERROR: installing '/etc/virc'
/usr/lib/dracut/dracut-install -D /var/tmp/initramfs.6b8fNU -a
vi /etc/virc ps grep cat rm

If I add as dependency to the package vim-minimal, the compilation
succeeds. Is there something broken in the build process? The program
doesn't require vi at all (only readline).
