Update to waf 1.6.9, the latest version. From the upstream changelog:

 * Added a default virtual folder structure for out-of-tree build files #1053

 * Fixed the library installation on OSX

This update can be installed with the "yum" update programs.  Use
su -c 'yum update waf' at the command line.
