Yes, and often includes scans of receipts, account information for
paypal, bank transfers, and other details that we can't reasonably
make public.

We make it VERY public what we spend where, indeed most of the regions
define their own budgets and Max just directs the flow of money
accordingly. I don't think there is an allegation of us not being
transparent enough there, but if there is, lets ask them to say so
more plainly.

The trac page home page says:
This ticketing system is used to track budget requests, or other
things that people need from FAmSCo.

That likely should be reworded as reimbursement requests to be more
clear, and if we begin using it for other things we should likely
revisit the issue or create a separate trac instance for private
reimbursement/cash advances.
