[FAmSCo] FY14 Budget update

Excellent answer, we have make of the best of the budget, and when
needed figured out how to get more money. Since this is the first year
that all regions will manage our own budget we have to demonstrate that
we can do it, so we can manage a larger quantity and manage it withing
the objectives of the community.
