[FAmSCo] FAmSCo meeting minutes 2013-09-16

Hi,
we had another FAmSCo meeting today and after a long time all members
attended! The meeting was mostly focused on the budget situation in the
regions after Q2. We also ratified changes in Fedora Ambassadors
