[Fedora-join] consolidation with "Fedora Welcome SIG"

Yeah. Amita pointed the welcome sig to me earlier. A couple of things I
noticed:

- The welcome sig appears to be stalled in the "getting started" phase. 
- It seems to be aimed at new users, rather than new contributors.
However, we already have sufficient troubleshooting channels for new
users: IRC, mailing lists, Ask, fedoraforum.org.

The join sig, while open to helping new users, is more focussed on
helping prospective contributors quickly join the community.

I guess we could make the distinction clearer. If the welcome sig is
inactive, I could just add an admon on the wiki page saying so unless
someone wants to revive it, of course.
