KMail replies don't quote

Check out. Settings -> Configure KMail -> Composer -> Standard Templates -> 
Reply to All / Reply to List

The template should read like

%REM="Default reply all template"%-
On %ODATE %OTIMELONG %OFROMNAME wrote:
%QUOTE
%CURSOR
