gpg-agent startup/shutdown

Stock kde (including RHEL) doesn't support /etc/kde/(env,shutdown), only 
/usr/(env,shutdown).

But all kde's should honor ~/.kde/(env,shutdown)...  Though, some 
distros use ~/.kde4 instead, maybe that it's it?

The code for groking these are all in /usr/bin/startkde
