Is Bugzilla bugged?

Confirmed here, F11/KDE-4.2.90

However using sudo kcmshell4 kdm does the trick for now if I want to 
make changes.

I can't recall if this worked in 4.2.85 or not and have not found 
anything on bugs.kde yet.
