Sorry to reply to my own email, but in desperation, I ran
/usr/bin/kbuildsycoca, which effectively reset everything.  I was then
able to go in and re-enable desktop effects and not enter the vicious
infinite loop.  If anyone else runs into this problem, this may
provide a solution.  I am not sure why this worked, but it is worth a
shot.
