No official kde-4.7 updates for fedora 15

In this past week's kde-sig meeting, we came to the hard decision to opt 
not to provide kde-4.7 as an official update to fedora 15.  Full meeting

We will, however, continue to dedicate efforts to provide kde-4.7 in a 
dedicated feature repository for those who want it, as mentioned previously,
