all windows borderless by default in KF5?

I don't know how anyone is supposed to locate borders in these:

The last is a full strength .png right out of KSnapshot, no extra compression
for saving space or bandwidth.

Borders should default to genuinely visible. Sides and bottoms are entirely
invisible on every one of the more than a dozen F22/F23 installations here in
which KF5 doesn't crash attempting to start[1].

What I want to know is whether this is upstream default design or the result
of Fedora's customization, so that I can file an A11Y/U7Y bug in the most
appropriate tracker if it hasn't been done already. From where I sit, the
whole theme is awful, practically nothing but shades of eyestraining grays.
