Breeze. Changed to Oxygen and found I could grab the borders but the
cursor wasn't indicating as much. Switched back to Breeze and it turns
out it's exactly the same, i.e. the problem isn't with the grabbing but
with knowing you can grab. I don't know if this is supposed to be a
feature or a bug.
