well, that means in summary the KDE developers have to suck that there 
is, at least for now, no place to enforce changes, suck and accept that

and given that ksystraycmd also is not available in KF5 there is *no 
zero excuse* fro that fallouts because the KDE upstream community was 
even not able to cleanup their own stuff and so have no business to tell 
the whole world how things have to be implemenetd while **it in their 
users faces
