A mass rebuild is about to happen for F11. 

One of the reasons for this rebuild is the update to GCC 4.4. Mingw is
still using GCC 4.3, so if this rebuild goes ahead, all the mingw packages
will get rebuild with gcc-4.4 but mingw-gcc-4.3  This makes no sense. 

So we need to upgrade our mingw-gcc to version 4.4. The trouble is that
they are not doing an ordered rebuild, so they may well rebuild the
mingw packages before they rebuild our toolchain.

So  as well as upgrading our GCC now, we probably want to blacklist
all mingw packages from their script, and build them ourselves in the
correct order
