eg, starting state for mass rebuild is gcc-4.4 toolchain built. Then
they start the build
mingw-gtk
mingw-zlib
mingw-gcc
mingw-libvirt
So mingw-gtk got built with mingw-gcc 4.3, and native gcc 4.4. Only when
mingw-gcc itself is finally rebuilt with native gcc 4.4, should we then
rebuild all the other mingw packages with native gcc 4.4 and mingw-gcc 4.4
