I didn't see your comment that they were import libs. I should have verified
that they were.

New SRPM:
http://michael.cronenworth.com/RPMS/mingw-postgresql-9.2.4-3.fc18.src.rpm

P.S. You can link against a .dll, but, yes, a .dll.a is more appropriate.
