I have applied the updates based on folks suggestions. Jeroen, I tried 
to be a bit more specific about what the conents of the review are at 
each stage then in the text you sent. It is frustrating to have a 
technical review at _each_ level in the process that covers the same 
items. I believe that the main technical items should be defined by the 
board/FESCO and then enforced during step 2.
