[Fedora-spins] Fedora Ro Spin State?

Hi,

 From the point of view of the desktop spin i guess we cannot change 
much since we cannot add all the specific languages. But from the point 
of view of documentation we can add some lines on how to easily add 
specific languages to the desktop spin.
