[Fedora-spins] Locking Gnome pannel by default

Most of school teachers were complaning that kids are keep deleting
gnome-pannels.

Is there any way to lock gnome pannel by default?


I am looking for a screensharing (teacher want to show his display to each
student simultaneously)
software which can use in school ICT labs when they do not have a multimedia
projector.
