I don't think this is possible, at least not with the current tools.
With a LiveCD you need to have the full package set on one medium as far
as I know, so you'd have to use a bigger storage media like a DVD or an
USB stick.


For the general procedure of creating a customized Fedora ISO, this wiki
page is a starting point:

You might also find the tool system-config-kickstart useful to get you
started with creating your own kickstart files.

I don't know if this is still maintained/developed, but it's an
easy-to-use tool as well: http://revisor.fedoraunity.org/
