I understand your problem, but with a LiveCD that's not possible. You
could however take a look at the tool pungi, which creates install media
instead of Live CDs. It supports split install media. You could not run
them as Live CDs, but you'd have the packages split over multiple CDs.
In the installation process you could then select the packages you want
in the installer, and it will prompt you to insert the different CDs
while installing.

If you just want to install certain packages on already installed
machines you could check out the service pack creator from
gnome-packagekit-extra (though I never used that myself, but it seems to
be able to create a bundle of a certain package+dependencies)
