Well I think the sign off should be due before the Go / No-Go meeting. 
(Probably should be the day before in the schedule.) However, I think 
there needs to be a big notice that if there is a problem with an RC 
that affects a non-blocking spin, there is no guaranty that another 
RC will be done to fix the issue. So it is best practice to be checking 
each TC and RC to avoid getting burnt by regressions.
