it's a bug in /etc/fonts/conf.d/25-ttf-arphic-uming-bitmaps.conf from
cjkunifonts-uming that sets antialias=false for pixelsize <= 17. It causes the
qt/kde font antialiasing not used initially.

Is there any reason why you set antialias=false for pixelsize <= 17?

PS: if someone cannot wait for the fix, just remove this package
cjkunifonts-uming
