A new configuration file to force fontconfig to prefer DejaVu glyphs to
Japanese glyphs.

A new configuration file to force fontconfig to prefer DejaVu glyphs to
Japanese glyphs.
After installing this configuration, fontconfig uses DejaVu glyph as far as
possible 
even in Japanese locale.
