I've built a testing package with the above workaround. please test it
carefully. I'm not sure if this workaround should be enabled by default because
that may affects a performance since all of keyevents will be sent
synchronously. i.e. XFilterEvent just waits for a response and deal with it
straightforward.

To turn off a workaround:
% gconftool-2 -t bool -s /apps/imsettings-applet/sync_on_forward false
