You can test-build packages targeting rawhide on a pre-rawhide system by
installing mock

http://fedoraproject.org/wiki/Projects/Mock

If you don't want to install mock, you can also use the scratch feature of koji
to submit test builds that won't be pushed to anyone else
http://fedoraproject.org/wiki/PackageMaintainers/UsingKoji#Scratch_Builds

this option is easier but only works for approved packagers (like you are now)
and will be slowed down by your network connection to the build farm
