Yes:
sed -i -e 's/<test name="family" /<test qual="first" name="family" /g' \
/etc/fonts/conf.d/*lohit*
fixed the problem. So this looks like an acceptable workaround, can we get the
Lohit packages updated for this?

The following packages need fixing:
lohit-assamese-fonts
lohit-bengali-fonts
lohit-kannada-fonts
lohit-malayalam-fonts
lohit-oriya-fonts
lohit-punjabi-fonts
lohit-tamil-fonts
lohit-telugu-fonts

Reassigning to the alphabetically first of the affected font packages.
