@Pravin, I didn't mentioned the solution, I removed the glyph only to confirm
the behaviour of ICU and I was curious about how Kedage font is rendering. 

Awaiting pointers to fix this issue. 

Right now, don't have the windows machine, will get the screen shot and upload.
