There is little technical difficulty in creating/maintaining a font package in
Fedora nowadays, the process is documented and the guidelines clear (I think).
Do take a look at them they're not complex

However, it does require some time investment from the packager, and this is
why packages like culmus languish, if their packager is busy elsewhere
